the house of representatives passed a bill designed to address climate change at the federal level. passing with a vote of 219 for and 212 against, the bill “sets a limit on overall emissions of heat-trapping gases while allowing utilities, manufacturers and other emitters to trade pollution permits, or allowances, among themselves. the cap would grow tighter over the years, pushing up the price of emissions and presumably driving industry to find cleaner ways of making energy.” it is the first bill addressing climate change to pass in either house. the bill falls short of european standards but is a viewed as a start by supporters. the bill’s sponsor, representative waxman of california said it was decisive and historic, yadda yadda yadda*. of course, the bill’s detractors (i.e., all but 8 republicans) called it a national energy tax. drama queen representative john boehner of ohio used his status as republican leader to stall the vote and took his sweet time reading the 300 page amendment.
