i’m moving to moscow

wizard-of-ozthe mayor of moscow, yury luzhkov will “hire the russian air force to spray a fine chemical mist over the clouds before they reach the capital, forcing them to dump their snow outside the city.” this means that there will be no major snow in the city that is covered with snow from november to march. to enact the plan they’ll use shoot some funky concoction that includes cement powder, dry ice, and silver iodide into the clouds that will prevent ‘very big and serious snow’ from hitting the city.

the total cost of the program should be equivalent to the amount the city spends on snow removal ($6M) so the city council approved the measure.  of course the people in the suburbs that will get the snow that isn’t falling on moscow are pissed (i guess it’s their fault they moved to the suburbs).

who does this guy think he is? giuliani?
